DELEGATE PROCESS SUMMARY

Selection Method

Binding Primary, Convention

Delegates are bound for 2 ballots to use “Best Efforts” to vote for the candidate indicated on their Notice[PB1] [2] [RH3]  of Intent form (aka “filing form”), unless candidates receive less than 35% of the vote on the first ballot.

AL (At-Large) – Delegate Allocation: Delegates allocated to candidate indicated on the “Notice of Intent” form.

Delegate Election: at State Convention

 

CD (Congressional District) – Delegate Allocations: Delegate allocated to candidate indicated on the Notice of Intent form (aka “filing form”).

Delegate Election: at CD Caucus held at State Convention

State Convention: 06/06/2020

 

Step 1: County Delegate Filing

Purpose:  To file to be a county convention delegate (in practice, anyone who files at this point will be a

county convention delegate).

Timing:                 01/01/2020 – 02/28/2020 (Neb. Rev. Stat. 32-707(2))

Process:   File form prescribed by Secretary of State with County Clerk or Election Commissioner by

2/28/2020.

 

 

Step 2: County Conventions

Purpose:           To elect delegates to State Convention[PB6]

Timing:              03/01/2020 – 04/10/2020 NEGOP Constitution Article X 7, Neb. Rev. Stat. 32-707(1)

QualificationsDelegates to county conventions registered by March 1, 2020 [PB7] with County Clerk or

Election Commissioner, and other delegates seated by the election delegates.

Process:           Delegates to State Convention are elected to each county convention. No proxy voting

permitted (Nebraska Republican Party Constitution, Art. V, Sec. 3).

 

Step 3: Primary Election

Purpose: To determine “winner takes all” delegate allocation (NEGOP Constitution Article VII (3)(a))

Timing:   05/12/2020 (anticipated date; official date TBD)

Process:  Closed Party

 

Step 4: Delegate Filing for State Convention

Purpose:           To qualify for election as a National Convention CD or AL delegate or alternate delegate.

Timing:             05/04/2020: Notice of Intent deadline

Process:           Deadline for delegate and alternate designation of Presidential Candidate

Qualifications: Only persons elected as State Convention delegates or alternate delegates are eligible to be

elected as National Convention AL delegates or Alternate delegates, plus RNC Members.

Process:           Each candidate for CD or AL delegate or alternate delegate must file for election by

mailing a “Notice of Intent” to the Nebraska Republican Party no later than ten (10) business days prior to the State Convention (Nebraska Republican Party Constitution Art VII). Must be postmarked or received NO LATER than May 4, 2020 (Notice of Intent form).

All delegate and alternate candidates must also designate a presidential preference or have designated themselves as committed to the winner of the primary election at least ten (10) business days prior to the State Convention. Delegate and alternate candidates indicate their preference by mailing a notice to the Nebraska Republican Party headquarters no later than ten (10) business days before the State Convention (Nebraska Republican Party Constitution Art. VII). Must be postmarked or received NO LATER than May 4, 2020.

Step 5: State Convention, including Congressional District Caucuses

Purpose: To elect national CD and AL delegates

Timing: 06/06/2020 – State Convention

Process: Candidates for AL and CD delegate or Alternate must file for election with the Nebraska

Republican Party NO LATER than May 4, 2020 (Nebraska Republican Party Constitution, Art.   VII 3(a)). Only (credentialed) delegates and alternates to the State Convention can be elected as national convention delegates. Presidential preference will appear on the ballot next to the delegate candidate’s name. Id. No proxy voting permitted (Nebraska Republican Party Constitution, Article V, Sec. 3).

Delegate and alternate candidates’ applications will be subject to final review and approval by the campaign, in consultation with the NEGOP Chairman, to whom delegate candidates have pledged to support, prior to the State Convention.

CD will caucus at State Convention. The State Chairman will appoint a presiding officer and ballot. The three (3) candidates for delegate who receive the largest number of votes will be elected as delegates. The same procedure will follow to elect three (3) alternate delegates in each CD caucus (Rules of the Nebraska Republican Party State Convention, Rule 11).

AL delegates will be chosen at State Convention. All voting will be done by secret ballot. The twenty-four (24) delegates who receive the most votes will be elected. The same procedure will be used to choose the twenty-four (24) alternates (Rules of the Nebraska Republican Party State Convention, Rule 12).

 

Step 6: Organizing State Delegation

Purpose: To organize National Convention delegation and choose delegation leadership and members of

the Convention Committees from the state.

Timing:  Promptly following their election (RNC Rule No. 41 (a)). Caucus of elected delegates after the

convention is adjourned.

Process: National Party Rules require the election of one (1) man and one (1) woman for each of the four

(4) Convention Committees, including: Platform Resolution, Credentials, Rules and Order of Business, and Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule No. 41 (a)).

 

Step 7: Certifying Delegates to the RNC

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing:   06/06/2020 – State Convention

Process: Chosen at State Convention (Neb. Rev. Stat. 32-710). The officers of the convention shall

certify the names of the electors to the Governor and Secretary of State (Neb. Rev. Stat. 32-710).
